HCC has proposed to Public Health England that the legal opinions we have obtained from Queen's Counsel together with legal opinions apparently received by Public Health England should both be put to a Judge in Chambers for resolution.
So far PHE seem reluctant to go down that route but they may be persuaded that that route would minimise the charge to the public purse
