Bit early to call for not paying water bills as fluoride is not added to the water and most likely will never be here in Hampshire. Also it is Public health England who is the current bully that threatens to continue with the stated intention to do so not the quoted health entity.

Plus the water company's have indemnities in place which covers non-payment once the water company has made sufficient attempts to recover the debt...The Department of Health must grant the water company an indemnity against any third party liability that may arise, in accordance with the Water Supply (Fluoridation Indemnities) (England) Regulations 2005...I do agree to the (PHE) being called bullies because that is exactly what they are...
